The starting point
BC Housing's Secondary Suite Incentive Program is closed to new applications. Federal Budget 2025 says the proposed Canada Secondary Suite Loan Program will not be implemented. Do not budget for either as a new applicant based on older announcements.
BC Secondary Suite Incentive Program#
BC Housing states that it stopped accepting applications on March 31, 2025, and that existing pre-approvals and program mortgages will be honoured. Existing participants should follow BC Housing's instructions for their own agreement; a new homeowner should not treat the historical offer as available funding.

Proposed Canada Secondary Suite Loan Program#
Federal Budget 2025 states that the program was not operational and would not be implemented. A historical announcement of a proposed loan is not an application portal or a funding commitment.
The Budget points to homeowner insured-mortgage rule changes as a potentially overlapping measure. That is not the same as a suite grant: eligibility, borrowing terms and affordability require direct confirmation with a lender and the relevant official program guidance.
Plan permits and financing separately#
Confirm property eligibility, the permit pathway and a realistic scope before relying on a financing estimate. Ask a lender about options available for your circumstances, costs and conditions; this article does not recommend a financial product.
Energy-upgrade rebates have their own scope and eligibility and should not be presented as a general secondary-suite construction grant. Verify any offer with its administrator before signing or starting work.
Before you apply
- Check official program status rather than an old announcement.
- Confirm any existing pre-approval directly with its administrator.
- Separate permit approval, project costs and borrowing eligibility.
- Recheck terms before making a financial commitment.
